KEYSTONE RECREATION AREA PLAN UNVEILED JANUARY 15, 2004

The Humboldt Toiyabe National Forest proposes to manage recreation use in the Keystone Canyon area through a closure to motorized use on about 900 acres of National Forest System Lands. It proposes to rehabilitate some roads, convert others to trails, and build new trails and a new trailhead. The project area is located on the southeast slope of Peavine Mountain adjacent to Washoe County’s Rancho San Raphael Park near Reno, Nevada and is within the Carson Ranger District, Humboldt-Toiyabe National Forest.

This action is needed to enhance hiking, and mountain biking recreation opportunities in the Keystone Canyon area. The proposed action would reduce motorized recreation use in the Keystone Canyon area. It would improve the quality and amount of nonmotorized recreation in the Keystone Canyon area.

In addition to the proposed action, the Forest Service also evaluated the No Action alternative: Keep the area open to motorized use. Do not rehabilitate any roads, convert any roads to trails, or build new trails or trailheads. Based upon the effects of the alternatives, the responsible official will decide whether or not to close the Keystone Canyon area, to rehabilitate some roads, convert others to trails, build new trails and a new trailhead.

Proposed Action
The proposed action is to designate a portion of National Forest System lands on Peavine Mountain, in the Keystone Canyon area adjacent to San Rafael Park, for non-motorized use. This area would encompass about 900 acres or about 5% of the National Forest on the mountain. The designation would be implemented through a motorized use closure.

The proposal includes rehabilitating unneeded roads and building trails that connect the Keystone, West Keystone, and Hoge Road Portals, and to trails stemming from San Rafael Park. Some of the existing roads would be converted to single-track trails.

Portions of some Forest System roads would continue to serve as motorized administrative access and be utilized for permitted use such as for powerline maintenance (Proposed Action Map).

Near the Hoge Road portal additional parking for 8-10 vehicles, specifically serving non-motorized use, would be constructed. This staging area would be approximately ¼ mile south of the Hoge Road Portal.
